Michael Morgan
Michael is Hawke’s Bay born and bred, with a wealth of local knowledge and contacts. A partner of Carlile Dowling since 2001, he has extensive experience in negotiating, structuring, documenting and settling complex commercial, property and estate planning matters.
Michael is currently the Vice Chair of the Eastern Institute of Technology Council. He is a former president of the Hawke’s Bay District Law Society and a former trustee of the Art Deco Trust.

David Chan
David has over 30 years of legal experience including 12 years in Melbourne where he was a barrister. Before joining Carlile Dowling in 2007, David was a senior associate and partner of a national law firm in New Zealand. He was a partner of Carlile Dowling for 11 years, and became a consultant in 2021. He practises in civil litigation, and commercial, property, trusts and estates work.
David is a LEADR trained mediator, and also does arbitrations.

Paul Morgan
Paul enjoys a broad practice of commercial, rural, and personal clients, most of whom are longstanding. He joined Carlile Dowling in 2005 from a role in a corporate and commercial team of a national law firm based in Wellington.
Paul was a Partner of Carlile Dowling from 2010 to 2022.
Paul commenced his legal career in 1999 having already gained significant commercial and rural business experience at Landcorp, as a sheep and beef farm manager, and as a rural banking executive. He brings diverse experience and knowledge to his practice, gained both from within and outside of the legal profession.

Carol Hall
Carol has a wealth of US and NZ legal experience. Foremost is her seven years with the United States Congress as Legislative Counsel for the House of Representatives Appropriations Committee. After her admission to the Ohio Bar of the Supreme Court in 1979, Carol worked for the Ohio State Government. She also served with the US Peace Corps as a volunteer in Costa Rica and holds a Bachelor of Science Degree in Special Education. Carol’s diverse background provides her with strong cross-cultural communication skills. Carol is a past president of the Hawkes Bay Branch of the New Zealand Law Society.

Richard Natusch
Richard joined Carlile Dowling in 2021 and works in the Property team, and the Estates team.
Born and raised in Hawkes Bay he graduated from Victoria University in 2008 with a Bachelor of Laws and was admitted to the High Court in March 2009.
Richard commenced his legal career having already gained extensive regulatory and commercial experience with Wellington City Council. Richard commenced legal practice in 2013. His previous knowledge and experience gained from both within and outside the legal profession provides a unique perspective when advising a diverse client base.
Richard’s area of work as a Senior Associate includes all aspects of:
- Property and Conveyancing
- Mortgages and Refinancing
- Commercial Leases
- Estates and Asset Protection, Wills and Elder Law including Enduring Powers of Attorney
- Establishing and administering Trusts and providing Trust advice
Away from the office Richard can be seen out and about cycling on Napier’s cycle ways.

Tracey Shadbolt
Born and raised in the Bay of Plenty, in 2014 Tracey traded one Bay for another and moved to Hawkes Bay. After starting out as the Office Junior and working her way up to Legal Executive, she took the final leap, studying and graduating with a Bachelor of Laws in 2017, and joining Carlile Dowling that year. Her work focuses on all aspects of property from buying and selling to relationship property matters.
Tracey is often found at the sideline of her children’s sporting activities after being ‘voluntold’ into managing, coaching and chaperoning. She is on the Board of Trustees at Onekawa School and Board of Managers at St Columbas Church in Taradale.

Patrick Heath
Originally from Christchurch, Patrick studied economics and political science at the University of Canterbury, and worked in an agribusiness consultancy before returning to study law. Patrick was admitted to the Bar in 2018. He is part of the Property and Commercial Team at Carlile Dowling.

Gerald Best
Gerald is a Registered Legal Executive who has more than 20 years’ experience in:

Gerald is a Justice of the Peace and has lived in Hawke’s Bay since 1980. He is also Treasurer for Riding for the Disabled Napier Group.

Frances Bryan
Born and raised in Hawke’s Bay, Frances is a true local. After living overseas for 7 years she decided to return to Hawke’s Bay to raise her family. She joined Carlile Dowling in 2017 and has been working largely with the Property and Commercial team, firstly as a Legal Secretary and then moving into the role of Legal Assistant.
Frances enjoys making the most of everything that the Hawke’s Bay lifestyle offers, including going to winery concerts, the great outdoors & spending time with her family.
